This does not add missing release notes, and it doesn't do anything about the profiles feature we would really like to have so we can have consistent credit. Winter	80405d0626	Stop vendoring toml11 ... We don't apply any patches to it, and vendoring it locks users into bugs (it hasn't been updated since its introduction in late 2021).
