todoman: skip flaky test
The `icalendar` dependency of `todoman` changed how it serializes datetimes, which broke one of its tests (but didn't break any functionality). `todoman` [updated the test back in November](b3f3b63552
) but hasn't pushed a new release yet, so figure it's worth skipping the broken test for now.
