nixos/libvirtd: refactor module
Move all `virtualisation.libvirtd.qemu*` options to a `virtualisation.libvirtd.qemu` submodule. Also for consistency, add `virtualisation.libvirtd.qemu.swtpm.package` (only new option during this refactor.)
