sam-ba: 2.16 -> 3.5

* Much fewer libs needed now.
* patchelf works now, so use autoPatchelfHook instead of an
  LD_LIBRARY_PATH wrapper.
* Package is hosted on microchip.com (was atmel.com).
* Updated license.
