Because our tippy instances have an `interactiveBorder`, it's possible to bring up two instances at once, which is undesirable. <img width="256" alt="Screenshot 2023-05-10 at 23 03 04" src="https://github.com/go-gitea/gitea/assets/115237/3a9a1775-78c1-46d4-a8a5-503ab7dca0d8"> Prevent this by keeping track of visible tippy instances and hiding others when one is shown.
